The returns from investing in urban cycleway networks are way above those from investing in rail and road transport networks. This applies both the direct transport benefits and to the indirect benefits for public health and the environment. Benefit:Cost Ratios can be as low as 2:1 for motorised transport and above 20:1 for cycling and other forms on Non Motorised Transport NMT. This why the United Nations Environment Programme recommends investing 20% of national transport budgets in NMT.
