Lord Tebbit has admitted driving into a banner held by climate change protesters who were blocking the road and has accused police of failing to ensure that peers and MPs could reach parliament.
The former Conservative Party chairman was delayed twice in three weeks by supporters of the group Extinction Rebellion.
On the second occasion, on Wednesday, he approached the protesters slowly in his car near Tower Bridge and stopped when he drove into a banner behind which they were standing.
