The proposed changes apply to an area bounded by Albany Street and Hampstead Road on the west and east and Robert Street to the north and Longford Street – Drummond Street to the south.A consultation on the Regents Park (north) area will follow. The scheme is funded by the HS2 Road safety fund. The ideas are based on an earlier community engagement.
Walking proposals
New or re-sited zebra and informal crossings including:
- one raised parallel crossing over Robert Street at the junction of Osnaburgh Street (north) to provide a connection between Cumberland Market and Clarence Gardens;
- the raised zebra crossing on Robert Street moved west to serve the Compton Close connection to Clarence Gardens.
- a new raised zebra crossing on Robert Street between Stanhope Road and Hampstead Road.
- a new zebra over Longfrord Street for access to Munster Square Playground, which later connects to Clarence Gardens and Cumberland Market.
Widening footways and improving side road crossings
- New continuous footway crossings along Robert Street, Stanhope Street, William Road and Longford Street across all side roads and some access roads to properties.
There is mention of supporting the ‘north-south’ green walking and cycling route through the Regent’s Park estate that links Cumberland, Market, Clarence Gardens and Munster Square Gardens and improving residents’ access to green spaces.
Cycling proposals
A section of new mandatory cycle lane on Robert Street to join the feeder lane for the ASL proposed in the Albany Street consultation.
New ASLs at the junction of Robert Street and Stanhope Street.
Installing new cycle stands (Robert Street and Stanhope Street) and bikehangars (2 Robert Street, 2 Osnaburgh St N, 2 Stanhope Street)
Dockless e-bikes and e-scooter bays. Existing one on Robert Street near Albany Street to move further east. One new bay on Osnaburgh Street (can’t see on drawings). Another near the southern end of Stanhope Street. One on Longford Street on a layby near the Knowledge Quarter (at junction of Triton Square).
Mobility Hub: at the southern end of Stanhope Street with cargo bike parking, a bikehangar, bike stands and a repair stand.
Traffic reduction proposals
On an average day, over 2,800 vehicles travel through Drummond Street, 3,000 through Robert Street and over 3,500 on Stanhope Street; 11% of the vehicles on Robert Street and Drummond Street were larger vans and trucks, including HGVs (based on traffic surveys collected for one week in November 2024).
- Osnaburgh Street (N) is to be made one-way northbound with contraflow cycling – 18-month trial.
- Stanhope Street from the junction with Clarence Gardens to Drummond Street is to be included in the Netley School Street. 8.20am – 9.20am and 3pm – 4pm Monday to Friday, during school term time only – 18-month trial.
- Guard rail to be removed from the zebra crossing by the Netley School Nursery entrance on Stanhope Street.
- On William Road by the Netley Primary school gate, remove car parking (2 bays) and create a new raised crossing. Widen the footway on the north side.
- SYLs to DYLs on Robert Street, Stanhope Street, William Road and Longford Street- Drummond Street.
- New Vehicle Activated Sign on Longford Street.
- Loss of 29 pay by phone bays and 5 residents bays/
Greening
New planting and trees. In Robert Street both sides, Stanhope Street and Longford Street.
To mention in our response
- Welcome the greening, the continuous footways, the addition of bikehangars, hire bike parking bays, cycel stands and the mobility hub.
- The approach from Osnaburgh Street (N) to the parallel crossing over Robert Street is well designed. Suggest that dropped kerbs be supplied on the south side to enable local cyclists to use the connection between Cumberland Market and Clarence Gardens (on the ‘north-south’ green walking and cycling route).
- Regarding the ‘north-south’ green walking and cycling route: check that there are dropped kerbs right through and use some sort of signs to indicate the route.
- The traffic counts provided in the consultation are welcome.
- William Road parking outside the Netley Primary School gate – removal of two spaces is a start but not enough.
- Increase hours for the school street.
- NOTE: the ‘bollard closure’ on Redhill Street north of Cumberland Market should have the bollard replaced or ANPR be installed.
- Say anything about the mandatory cycle lane?
- Should we suggest early release and low level signals at the junction of Robert Street and Stanhope Street?
