COUNCIL TEXT
The Council is proposing changes to the existing bus stop outside number 44 Rosslyn Hill, were we would like to introduce a bus boarder and 24-hour clearway to allow easy access for passengers to buses.
We propose to introduce the bus boarder as there is a mature Plane tree outside 40 Rosslyn Hill which has been struck by double decker night buses. As it is the upper tree trunk that has been collided with it is not possible to remove the hazard from the highway without cutting down the tree.
Double decker buses only serve this night route so in order to prevent further collisions it is proposed to create a bus boarder, this will alter the pavement layout moving buses and other high vehicles away from the tree saving both it and night buses from further damage.
The existing waiting and loading restrictions will remain as they are except for the bus stop, this would be a clearway meaning that no stopping would be allowed at the bus stop by vehicles at any time except for buses.
Improvements would also be made to the height of the kerb to allow easier access on and off the bus and it is expected that these proposals would provide improved accessibility for the local people to the N5 bus service along Rosslyn Hill.
Details of the proposal can be seen in Diagram A. (see over pages)
CCC’s response
Camden Cycling Campaign generally thinks that bus boarders are a good thing and this one is clearly needed to protect the tree. However, we always need to consider two things about any build out into the road:
- whether the build out will cause a
pinch point
for cyclists - whether cyclists are likely to collide with the build out.
During the day, the presence of parked vehicles makes it unlikely that cyclists coming down the hill will encounter either problem.
However, at night time, there will be no loading and unloading and later on, not many parked cars either. However we understand that a reflective bollard will be incorporated into the buildout. This should remove the risk of collision between cyclists and the buildout.
