The council proposes the following:
- Construct a junction speed table, which would incorporate the existing zebra crossing, at the junction of Winchester Road and Fellows Road.
- Remove the existing row of speed cushions on Fellows Road close to the junction with Winchester Road, as these will be too close to the new junction speed table.
- Construct 2 sets of speed cushions on Winchester Road.
- shift and shuffle various parking bays
CCC’s response
We have no opinion about the parking revisions to Winchester Road. However, we think that the proposed parking bays on Adelaide Road are a bad idea. Traffic comes round the corner from Avenue Road at quite a speed and these proposed bays will force cyclists to put themselves in the middle of the lane to pass them. Cyclists wanting to turn right at the junction (into King Henry’s Road) who have already moved into the outside lane of Adelaide Road will also be endangered by motor vehicles swerving to the right to get round the parking bays. And all this for a “gain” of only 3 parking places. We are also unhappy with the proposed new bays on the south side of the triangle formed by Adamson Rd and Eton Ave (see below).
The proposed junction speed table is a good idea. However, we are strongly of the view that the additional traffic calming should be achieved by road humps, not cushions. Cushions are hazardous for cyclists, as they encourage motorists to swerve around on the road and do nothing to slow down larger vehicles, esp. of the ‘white van man’ type. Winchester Road is not a bus route, and with the table in place, vehicle speeds should be sufficiently reduced so as to ensure that ambulances are not unduly hindered. Why is nothing being proposed for the Winchester Rd/Eton Av junction? We recommend a speed table there (and see below).
We are disappointed that nothing is being proposed for the “orphaned” triangle of roads at the ends of Adamson Rd and Eton Ave (created by the closing of the west end of the avenue). At present the area is awkward to navigate and is just becoming a parking area. There should at least be less parking (not more) and traffic calming. Ideally the south side could be made into a pedestrianized/garden area.
