West End Lane – Safe and Healthy Streets Consultation

This consultation includes the following proposals for walking, cycling and greening, The drawings suggest that the scope is between Fawley Road and Cleve Road

  • Cycling
    • Contraflow cycle lane on Hemstal Road between West End Lane and Hilltop Road: a positively pathetic offering considering that Hemstal Road is one way to Kingsgate Road – access is needed to Kingsgate Junior school and Kilburn Grange Park. 
    • Adding cycle early release signals (text doesn’t say where and not shown on drawing) Comment: presumably at Iverson, Broadhurst and Cleve Roads. But they are not much use without ASLs.
    • “We would also like to add Advanced Stop Lines at junctions with signals”. On the drawing the only new one appears to be at Iverson Road on the western approach (the one on the southern approach is maked to be removed). The WEL approaches to Broadhurst Gardens already have ASLs. Cleve Road: all approaches already have ASLs
  • Walking
    • Widening signalised pedestrian crossings – to 4m on southern side of the Iverson Road junction and all arms at Cleve Road; and to 4m on the crossing by the Overground Station but apparently not the one north of Iverson Road.
    • Adding continuous pavements; the only ones visible on the drawing are at Hemstal Road and Sheriff Road 
  • Walking and cycling
    • New double yellow lines and double yellow blips at all junctions  between Fawley Road and Cleve Road
  • Greening
    • New mini parks with wildflowers, trees and seating at the West End Lane junctions with Hemstal Road and Sherriff Road 
  • Other
    •  A right-turn waiting space for vehicles turning into Iverson Road
    • Optimising the traffic signal timings and coordination between junctions and pedestrian crossings.
    • Loading bays for Sainsbury and Tesco on the south side of two side roads (Fawley Road and Lymington Road); concern that routes taken by the lorries should avoid moves such as turning right into gtheside roads or reversing into WEL

3.11.1 Camden Cycling Campaign (CCC)
CCC strongly supports the waiting and loading restrictions around the side road junctions with West End Lane and the cycle early release signals.
They also support the widening of the signalised pedestrian crossings and continuous footways at Hemstal Road and the raised crossing at Sheriff Road, the
proposed waiting and loading restrictions along West End Lane and the greening proposals

Points RaisedOfficers’ Response
Concern is raised that the road is too narrow for both motor traffic lanes and protected cycle lanes.
Suggestion to install a bus gate in this section of West End Lane would restrict general vehicle access e.g. between 7 am and 7 pm, allowing only buses, cycles, emergency and refuse vehicles
The Council appreciates the concerns regarding the road which is too narrow for both motor traffic lanes and protected cycle lanes, and suggested to restrict vehicle access during certain times of the day. Unfortunately it is not feasible nor in scope of the project as it would create such a strategic reassignment, which would require area wide modelling and would be a major project.
The proposed contraflow cycle lane on Hemstal Road does not extend far enough and suggest to implement contraflow cycling on the full length of Hemstal Road to provide safe access to Kingsgate Junior School and Kilburn Grange Park.This suggestion will be investigated during the detailed design stage to assess its feasibility. The extension of the contraflow cycle lane on Hemstal Road to improve access to Kingsgate Junior School and Kilburn Grange Park will be considered as part of that review.
The cycle early release signals would improve cyclists’ experience at junctions and would like to see cycle early release on all arms of the junctions at Iverson Road, Broadhurst Gardens and Cleve Road, also Advanced Stop Lines at junctions with signals will provide safe spaces for cyclists.We acknowledge that cycle early‑release signals can improve the experience and safety of cyclists at signalised junctions. However, at Iverson Road this junction already operates at, capacity and carries the highest traffic flows within the scheme. Introducing cycle early‑release on all arms at this location would push the junction over capacity, with a detrimental impact on overall network performance.
The Advanced Stop Line on southern arm of the West End Lane / Iverson Road junction is removed, and no Advanced Stop Line is proposed on the northern arm at this junction. CCC requests for the Advanced Stop Line be retained at the southern arm, and a new Advanced Stop Line be introduced at the northern arm.With regard to Advanced Stop Lines (ASLs), we note your concern regarding the removal of ASL on the southern arm of the West End Lane / Iverson Road junction. This ASL will be retained but realigned slightly. With the introduction of a new ASL on the northern arm,this will be discussed further with Transport for London to determine whether ASLs can be retained or provided at this junction, subject to visibility, safety standards and TfL approval.
CCC is concerned how the C51 route will continue northbound. Currently C51 runs parallel to West End Lane as far as Broadhurst Gardens. In order for cyclists to continue northbound, the only route between Finchley Road and Kilburn High Road with bridges over the railway line is on West End Lane. Therefore this section of West End Lane must be made suitable for all types of cyclists.This matter falls outside the scope of the current scheme, but it could be considered as part of a future West End Lane phases, subject to available funding.
