Camden proposes to implement Healthy School Streets at five more schools. This will bring the total number in Camden to 13 including the HSS Zone in Hampstead which covers several streets. We’re pleased to see them but have issues with the number of exemptions. One great advantage of full closures is that parents and children can meet and congregate safely in the road outside the schools; they are inhibited from doing this if people are allowed to drive through.
Sandall Road – Camden School for Girls
A timed road closure, between Bartholomew Road and the bollards in Sandall Road, outside Camden School for Girls and remove the existing guard railing outside the school.
The HSS would be enforced using signage on Bartholomew Road north and south of the junction with Sandall Road and one ANPR camera facing Sandall Road
The proposed restrictions would be in place between 8.00am-9.00am and 3pm-4pm Monday to Friday during school term time only.
Camden say: Vehicles registered to properties on Sandall Road will be exempt from the restrictions
Crogsland Road – Haverstock School
A timed road closure of Crogsland Road outside Haverstock School.
The current temporary one-way system on Crogsland Road, from Prince of Wales Road to Chalk Farm Road would be made permanent

The proposed restrictions would be in place between 8.00-10.00am and 2.00-4.00pm Monday to Friday during school term time only.

Hollybush Vale UCS Junior and Hampstead Parochial School
A timed road closure of Hollybush vale outside UCS Junior and Hampstead Parochial Schools

The proposed restrictions would be in place between 8.00am-9.30am and 3pm-4pm Monday to Friday during school term time only
Vehicles registered to properties on Holly Bush Vale will be exempt from the restrictions.
Camden say: UCS Junior School is an independent school, with a large amount of pupils travelling over 3 kilometres to attend, therefore many may have no alternative to being dropped off/picked up by car. Officers will work with the school, and the NW3 Green School Run group to identify local ‘park and stride’ drop off points for those parents/carers of pupils travelling long distances, in order for them to park at a suggested site close to the school, and walk the rest of the way
Marsden Street – Rhyl Primary School
A timed road closure of Marsden Street between Talacre and Malden Road outside Rhyl Primary School.

The proposed restrictions would be in place between 8.30-9.30am and 3.00- 4.00pm Monday to Friday during school term time only.

William Road – Netley School
A timed road closure of William Road outside Netley School.
The HSS timed closure would be enforced using an ANPR camera at the junction with Stanhope Street and William Road.
The proposed restrictions would be in place between 8.20am-9.20am and 3pm- 4pm Monday to Friday during school term time only
Camden say: Vehicles registered to properties on William Road will be exempt from the restrictions.
These measures will be carried out by means of an ETO.
Construction and launch scheduled for the week after the October half – the week commencing Monday 02 November 2020.

Consultations on becoming permanent
The exemptions and the hours of operation are as described above. Camden has monitored motor traffic levels in the school street and others nearby. In two cases (Rhyl School and Hampstead Parochial/UCS junior there is an increase in a nearby street – maybe there are should be enlarged? In none of them have they reported on monitoring of how students travel to school (which they did in previous consultations). That’s surely the whole point?
Sandall Road – Camden School for Girls
Monitoring:
- Sandall Road saw significant decreases in traffic levels, with a 75% decrease during the morning restrictions and a 53% decrease during the afternoon restrictions.
Across all five roads that were monitored there was a combined 36% reduction in traffic levels during the morning restrictions, and a combined 40% decrease during the afternoon restrictions.
Across all five sites there was a combined increase in cycling levels of 71% during the morning restrictions and 9% during the afternoon restrictions.
Crogsland Road – Haverstock School

Monitoring:
• Crogsland Road noted significant decreases in traffic levels, with a 65% decrease during the morning restrictions and 72% decrease during the afternoon restrictions. GOOD
• Analysis of average traffic speed data on Crogsland Road showed that speeds were under 20mph.
• Levels of cycling increased by 48% during the morning restrictions and 11% during the afternoon restrictions (comparing October 2020 with October 2021).
Hollybush Vale
Monitoring:
• Holly Bush Vale itself saw significant decreases in traffic levels, with a 65% decrease during the morning restrictions and 46% decrease in during the afternoon restrictions.
• Holly Hill had an increase of 26% in traffic levels during the morning restrictions and 9% decrease during the afternoon restrictions. But UCS junior has an entry there.
Marsden Street – Rhyl Primary School
Monitoring:
- Traffic monitoring taken before and after the implementation of the scheme showed there was an 83% reduction in the number of vehicles recorded on Marsden Street during the morning restrictions, and a 69% reduction during the afternoon restrictions.GOOD.
- Increases were seen on the other streets monitored (Rhyl Street, Talacre Road and Malden Road). They plan to ask parents if the park in Rhyl Street. Maybe the area is just too small area too small? Rhyl Street is close to school so is Talacre.
- The report notes that Talacre Road is on a rat run through Allcroft Street to Holmes Road referring to the plans for a schools street there. (recently consulted on).
William Road – Netley School

Monitoring:
- When comparing the traffic levels from October 2020 to July 2021, it can be seen that there has been a 59% reduction in motor vehicle levels (excluding cycles) on William Road during the AM peak and a 65% reduction during the PM peak. Across the whole study area, motor vehicle flows were reduced by 47% in the AM peak and 34% in the PM peak.
- Although the number of vehicles travelling south along Stanhope Street decreased between October 2020 to July 2021; northbound traffic saw an increase of 7% and 56% on the AM and PM peaks respectively. This highlights that Stanhope Street may be being used as a cut-through and requires further investigation ( which is promised
